Stage 1 Monitoring Report

On 7 March 2024, Lambeth Council announced a suspension of the trial Low Traffic Neighbourhood in Streatham Wells, following concern about public transport impacts and anticipated disruption on the A23 caused by the construction of TfL healthy streets improvement.&nbsp;The Stage 1 Monitoring Report shows that across the LTN and boundary roads there has been a 2% net reduction in traffic and the number of vehicles breaking the speed limit has fallen by 68% compared to pre-LTN levels.&nbsp;During the trial, the LTN met the strategic objectives of the Climate Action Plan, Transport Strategy and is in line with the Lambeth 2030 Borough Plan. However, traffic on boundary roads was compounded by significant levels of roadworks by utilities and has had significant impacts on bus services in Streatham.&nbsp;The Council is working with partners to make changes and investments to improve transport in Streatham. With new bike lanes, enhanced bus priority and many other related schemes, we are making Streatham cleaner, greener, safer and more sustainable.&nbsp;

Engagement

This phase of engagement, namely the survey on the <a class="fr-green fr-strong" data-uw-rm-brl="false" data-uw-rm-ext-link="" href="https://streathamwells.commonplace.is/en-GB/proposals/ltn-design/step1" rel="noopener noreferrer" target="_blank">LTN design</a>, the <a class="fr-green fr-strong" data-uw-rm-brl="false" data-uw-rm-ext-link="" href="https://streathamwells.commonplace.is/en-GB/proposals/modal-filters/step1" rel="noopener noreferrer" target="_blank">modal filters</a>, and <a class="fr-green fr-strong" data-uw-rm-brl="false" data-uw-rm-ext-link="" href="https://streathamwells.commonplace.is/en-GB/proposals/street-improvements/step1" rel="noopener noreferrer" target="_blank">wider street improvements</a>, will run until Friday 23rd December. Street Improvements

Making the area more climate resilient and improving walking and cycling is not limited to reducing vehicles. We also need to improve the whole street environment. To do this in Streatham Wells, we have identified a series of &lsquo;minor&rsquo; and &lsquo;major&rsquo; improvements.Funding for this Low Traffic Neighbourhood has come from various avenues, allowing us to maximise the opportunity to upgrade the area. The Local Implementation Plan is a grant fund from Transport for London that enables all boroughs in London to deliver the Mayor&#39;s Transport Strategy. The Highways Improvement Programme is our rolling maintenance programme that keeps our roads and pavements in good condition. We have invested &pound;6million in the Sustainable Drainage Programme 2022-2025 to build Sustainable Urban Drainage Systems across highways and streets, open spaces, estates, and schools to sustainably manage storm water for the long-term and form part of the Council&rsquo;s response to the impacts of climate change. In Streatham Wells, these are planned on Valley Road and Sunnyhill Road near Sunnyhill Primary School. These proposals for Sustainable Drainage Systems (SuDS) will be shared at a later date .&nbsp;Major improvementsThese change the way a street is used, they are more complex, longer-term changes, where road excavation and digging may be necessary. Hopton RoadThis side road to Streatham High Road has been identified as unpleasant and dangerous in feedback collected throughout the engagement period.&nbsp;We would like to create a pocket park for local communities and introduce more greening into the area. This would also help people cycle to Streatham Station.In terms of vehicle parking, the following changes would be included:<ul><li>Parking space on Hopton Road to be removed</li><li>The car club bay and disabled parking bay to be relocated on Polworth Road around the corner</li><li>Loading space for businesses would be provided around the corner on Hopton Road.&nbsp;</li></ul><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1668525161/projects/5f32bc7d8917628018089398/c6h43dyckfltwfhweylu.png" class="fr-fic fr-dib" data-uw-rm-ima="ai-w" style="width: 514px;">

Pinfold RoadPinfold Road sees through-traffic disproportional to its size, and its entrances, much like other side-roads off the A23, feel dangerous to some due to the speed, frequency and aggression of turning movements in and out of the road.We are proposing a pocket park outside the library, whilst restricting access for through traffic. This will make it easier to walk and cycle to the High Street and provide a space to rest away from the A23. The pocket park will also introduce more greening and space for local communities.&nbsp;In terms of vehicle parking, the following changes would be included:<ul><li>Removal of parking outside of the library and the creation of a loading by outside 2-4 Pinfold Road to accommodate the businesses on Streatham High Road.&nbsp;</li><li data-uw-rm-mod="">Shifting the disabled parking slightly further east to accommodate vehicle turning.&nbsp;</li><li>We are considering an exemption for loading access, so that vehicles can access the replaced loading bay.</li></ul><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1668526603/projects/5f32bc7d8917628018089398/zhpv4ncofzxeleittgud.png" class="fr-fic fr-dib" data-uw-rm-ima="ai-w" style="width: 435px;"><div id="_com_2" language="JavaScript"> </div>

Sunnyhill RoadThis is a main cut-through for private vehicles seeking to avoid the main roads. It sees congestion and speeding at a higher level than most residential roads, and both its entrances suffer particularly due to vehicles congregating at different times, for different reasons.&nbsp;We have heard it is often unpleasant and difficult to walk to local shops, and that the narrow pavement is often cluttered. We want to remove car parking spaces and widen the pavement to provide more space for local people.The little parade of shops near the eastern end of Sunnyhill Road is currently a grey, under-utilised space. Here we are proposing to create more space for pedestrians, more seating and more greening, amongst wider improvements. Whilst we currently have no identified budget to implement these proposals, we are still developing it in case additional funding does become available.In terms of vehicle parking, the following changes would be included:<ul><li>Removal of parking outside 6-48 Sunnyhill Road to provide pavement widening</li><li>Reduction of parking outside 17-21 Sunnyhill Road to provide a passing place</li><li>Retention of the loading bay near the junction with Streatham High Road</li></ul>&nbsp;<ul><li>Removal of parking outside 131-139 Sunnyhill Road</li><li>Reduction of parking outside 156-162 Sunnyhill Road</li></ul><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1668605045/projects/5f32bc7d8917628018089398/gmzyfhoiwonqr7lieukz.png" id="isPasted" class="fr-fic fr-dii" data-uw-rm-ima="ai-w" style="width: 531px;">

Valley RoadValley Road carries a consistent flow of traffic travelling north-south and vice versa. Speeding is an issue that calming measures have only partially solved, and accidents are frequent. Congestion can be extreme, especially during the school run, due to the layout and size of the road being unable to manage such traffic volumes. This is particularly noticeable near Sunnyhill School, on the junction with Sunnyhill Road.In terms of vehicle parking, the following changes would be included:<ul><li>Extending Double Yellow Lines on Gleneldon Road to provide space for pavement widening</li><li>Extending Double Yellow Lines on Valley Road south of the junction to provide space for pavement widening</li></ul><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1668526758/projects/5f32bc7d8917628018089398/gj6ysivbwyfan2tcxbdm.png" alt="a map of a city" data-uw-rm-ima="ai" id="isPasted" class="fr-fic fr-dii" style="width: 516px;"> Gleneldon Road / Valley RoadWe are proposing to convert the existing mini roundabout into a T-junction and widen the pavements to help people cross the roads and reduce traffic speeds. The sections of pavement widening feature more greening and planting.&nbsp;We are also investigating a raised table, making the road the same height as the pavement. This would slow down traffic further and make it easier for pedestrians to cross.

Valley Road / Russell&rsquo;s FootpathWe are proposing a footway buildout with planting to make it easier to cross Valley Road and walk along Russell&rsquo;s Foothpath. The footway buildout will be paired with a priority giveway, slowing down traffic.In terms of vehicle parking, the following changes would be included:<ul><li>Removal of parking south of the crossing point to allow vehicles to pass each other.</li><li>Potential removal of parking north of the crossing point to allow vehicles to pass each other</li></ul>

Shrubbery RoadThere is a severe issue with traffic volumes, congestion, and aggression on this side road. Feedback has been especially negative about its current dynamic. We are proposing to make Shrubbery Road a one-way street with allowance for contraflow cycling. This would make Shrubbery road exit only at the junction with the A23. We are also proposing a section of pavement widening halfway down the road to slow vehicles down.In terms of vehicle parking, the following changes would be included:<ul><li>Removal of parking outside 45-57 Shrubbery Road to provide pavement widening</li><li>Removal of parking outside 28-32 Shrubbery Road to provide space for vehicles to pass the pavement widening.</li></ul><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1668526878/projects/5f32bc7d8917628018089398/f7cgjdgp372eg2jpaizo.png" class="fr-fic fr-dib" data-uw-rm-ima="ai-w" style="width: 486px;">

Leigham Court RoadSpeeding, congestion and air quality are some of the main issues that respondents have referred to in feedback. Several measures are being taken in a variety of ways to address these issues.<img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1668605807/projects/5f32bc7d8917628018089398/ftgczlwmddqyfqflwxk5.png" id="isPasted" class="fr-fic fr-dii" data-uw-rm-ima="ai-w" style="width: 603px;">LCR at Dunraven 1 and 2The pavements around the Dunraven schools can become quite congested, especially around school start/end times. We want to introduce pavement widening, to provide space for pedestrians. This is planned on the stretch between Dunraven Secondary School and Leithcote Path and between Dunraven Sixth and Mount Nod Road.&nbsp;The proposals, will also provide more space for waiting at the bus stop and help to reduce car speeds. No changes in parking are proposed as part of these proposals

LCR - east of Valley Road junction&nbsp;At this location, we want to introduce a section of pavement widening, to provide more space for the pedestrians. The pavement widening section will replace car parking and introduce more trees and green space. The designs will incorporate the existing disabled parking bay.&nbsp;Whilst we currently have no identified budget to implement this proposal, we are still developing it in case additional funding does become available.&nbsp;In terms of vehicle parking, the following changes would be included:<ul><li>Reduction of parking outside 153-213 Leigham Court Road</li><li>Retention of the disabled parking bay outside 175 Leigham Court Road</li></ul>

LCR at St. Julian&rsquo;s&nbsp;The pavements outside of St. Julian&rsquo;s Primary School can become quite congested and our road safety statistics show that there is a cluster of collisions at this location.We want to introduce a section of pavement widening, to provide space for pedestrians. We will also provide a continuous crossing across St. Julian&rsquo;s Farm Road, to provide a clearer pedestrian priority. No changes to parking are proposed as part of this proposal<img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1668606184/projects/5f32bc7d8917628018089398/h1yeyzdfpl1ecflsrdfe.png" class="fr-fic fr-dii" data-uw-rm-ima="ai-w" style="width: 384px;">

Minor improvementsMinor improvements can be added quickly, placed on top of the carriageway. These improvements include planting new trees in existing tree pits or where currently there are stumps, installing more cycle parking hangars, and proposing a variety of parklets to create more community space, seating and greening.&nbsp;The below maps showcase planned locations:Tree Planting<img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1668766549/projects/5f32bc7d8917628018089398/xtt5fho6gab3pzmhf43l.png" class="fr-fic fr-dib"> The map showcases the sites which we have identified for tree planting / replacement. Where existing tree pits are empty, we will work to install new trees. Where there are currently tree stumps, we will replace these will new trees.&nbsp;We aim to bring these locations forward in the first half of 2023. As the project progresses, we will be looking at locations where we can excavate new tree pits and install brand new treesSecure Cycle Parking<img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1668766567/projects/5f32bc7d8917628018089398/qdia4dhdmkchcqapidti.png" class="fr-fic fr-dib">The map outlines the locations which we have identified for a secure cycle hangar. These locations have been based on local clusters of demand. We will continue to develop these proposals and aim to advertise them through the Traffic Order process in the first half of 2023. Local residents will be able to give their feedback throughout this process.Parklets &amp; Seating<img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1668766579/projects/5f32bc7d8917628018089398/rm8h92whsb5hnblnwh1a.png" class="fr-fic fr-dib">The map outlines the locations which we have identified for parklets. These are structures that are placed in parking bays and can provide a range of different uses, including seating, greening, cycle parking and play features. The locations proposed have been identified through the engagement process. The proposed functions are shown on the maps.For example, local residents have requested on multiple occasions if more seating could be provided for people waiting on the 315 bus, these requested for seating would be supplied through parklets. In the first half of 2023, Lambeth Council will be contracting a parklet supplier to further design these parklets and engage with local communities on their function and exact placement.

LTN Design

Other colors and notes remain as per the previous map (i.e. map on the postcard).-Whilst the majority of roads within the purple area would be accessed via Streatham High Road, there are a number of Mews and Closes in the same area that need to be accessed via Leigham Court Road. The filter at Harborough Road exempts local access (i.e. for Harborough Road residents), and therefore needs to be accessed from Valley Road/Leigham Court road. <img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1670245051/projects/5f32bc7d8917628018089398/g8glfampm8dwcfkb2nqy.png" class="fr-fic fr-fil fr-dib" data-uw-rm-ima="ai-w" style="width: 135px;">The &ldquo;No Motor Vehicles&rdquo; sign indicates no motorised vehicles can go through a closure point, unless specifically exempted. This includes motorbikes, personal vehicles, vans and bigger vehicles like trucks. Vehicles can be served a Penalty Charge Notice (PCN) if they pass through.

Project Overview

We are proposing both a trial Low Traffic Neighbourhood (LTN) in Streatham Wells, launching in Spring 2023, as well as wider street improvementsThe LTN will restrict vehicles cutting through residential streets. This will help to reduce road danger and congestion and tackle the climate crisis by supporting people to walk, wheel, scoot and cycle. We will also increase the number of street trees, cycle parking, and places to rest and play.We want your feedback on our ideas to make the right improvements, in the right places.Policy contextLambeth&rsquo;s <a data-uw-rm-brl="pending" data-uw-rm-ext-link="" href="https://beta.lambeth.gov.uk/environmental-services/climate-change-impact-plans/climate-action-plan" rel="noopener noreferrer" target="_blank">Climate Action Plan</a><a href="#_msocom_1" id="_anchor_1" language="JavaScript" name="_msoanchor_1" data-uw-rm-brl="pending" data-uw-rm-empty-ctrl=""></a> and <a data-uw-rm-brl="pending" data-uw-rm-ext-link="" href="https://beta.lambeth.gov.uk/transport-strategy" rel="noopener noreferrer" target="_blank">Transport Strategy</a><a href="#_msocom_2" id="_anchor_2" language="JavaScript" name="_msoanchor_2" data-uw-rm-brl="pending" data-uw-rm-empty-ctrl=""></a> aim to create a transport network that is inclusive and accessible to all, has a positive impact on quality of life and the environment. By 2030 we envision that the vast majority of trips in the borough will be made on foot, by cycle or using public transport and that Lambeth&rsquo;s neighbourhoods are connected through low/no traffic routes for walking and cycling. This will give people a real alternative to short car trips, making it easier to choose healthier, low carbon ways to travel.This will also fulfil the Mayor of London&rsquo;s &lsquo;Vision Zero&rsquo; by reducing road danger and preventing people being killed or seriously injured on our streets.Low Traffic NeighbourhoodsLTNs use &lsquo;traffic filters&rsquo; to change how vehicles move around an area. The filters may change vehicle movement to one way or allow vehicles to drive up to but not through the filter from either side. A traffic filter is marked by planters, bollards and signs such as the below:<img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1668081366/projects/5f32bc7d8917628018089398/r2t7sa9e5a6stpmfaxb2.jpg" class="fr-fic fr-dib" data-uw-rm-ima="hd">We have the benefit of learning from the previous stages of delivering LTNs in Lambeth, which has directed our approach to this project. We are proposing to do more monitoring, and will be including more supporting measures from the start, such as cycle parking, pavement buildouts, more planting and trees. We will also include a blue badge holder dispensation to ensure essential journeys are not impacted.We understand this is a big change - we will ensure improvements are felt throughout the whole area, including boundary roads such as Leigham Court Road and the A23.&nbsp;Data and monitoringTo evaluate the impact of the schemes, Lambeth will be monitoring changes in traffic, air quality, road safety and community feedback. Specific attention will also be paid on the impact of bus journey times and emergency services response times. Council officers are also liaising ongoingly with TfL and the Emergency Services on the scheme.&nbsp;The Streatham Wells LTN DesignOver the last year, we have worked closely with local people to inform our designs. You can read what&rsquo;s happened so far below.&nbsp;The commonplace allows residents to give their feedback on the placement of the trial modal filters and the wider improvements.

Modal filters

Leigham Avenue&nbsp;Leigham Avenue has been identified as a cut-through for drivers, and a hotspot for speeding. Feedback has described crossing at its eastern end is unsafe due to the number of vehicle movements. Introducing a filter at the eastern end of the road should reduce danger on Leigham Court Road, along which there are a number of schools situated. This site is also located on the Peckham to Streatham Healthy Route, and has recently benefitted from the installation of an upgraded crossing, connecting Leigham Avenue and Mount Nod Road in a safer way for those travelling actively.We are proposing a physically enforced filter, meaning that no traffic can pass through from one side to the other. Culverhouse GardensCongestion along this residential street affects residents on a daily basis, especially at the beginning and the end of the school day. This route is used by parents to walk children to school and reducing traffic along it will make it safer for all its users. Individuals have reported speeding issues along this street too, which should be reduced with the overall volume falling.We are proposing a physically enforced filter, meaning that no traffic can pass through from one side to the other. Gleneldon RoadThis is a popular cut-through for drivers seeking to avoid traffic on Streatham High Road. Its capacity is particularly strained at rush hour, which results in congestion, air and noise pollution, and aggressive behaviour.We are proposing this modal filter as a camera enforced. This allows certain vehicles like the 315 bus, emergency service vehicles or blue badge holders with dispensation, to pass through. Valley Road (North)Valley Road carries a consistent flow of traffic travelling north-south and also south-north. Speeding is an issue that calming measures have only partially solved, and accidents are frequent. Congestion can be extreme, especially during the school run, due to the layout and size of the road being unable to manage such traffic volumes. This is particularly noticeable near Sunnyhill School, on the junction with Sunnyhill Road.We are proposing this modal filter as a camera enforced. Valley Road (South)Valley Road carries a consistent flow of traffic travelling north-south and also south-north. Speeding is an issue that calming measures have only partially solved, and accidents are frequent, especially at the junction with Gleneldon Road. Congestion can be extreme, especially during the school run, due to the layout and size of the road being unable to manage such traffic volumes. This part of Valley Road is affected by speeding, accidents, and damage to parked cars, and is noted as especially unfriendly to pedestrians. A bus gate maintains through-access for residents using the 315, and reduces traffic flows, facilitating active travel and improving air quality along the road.We are proposing this modal filter as a camera enforced. This allows certain vehicles like the 315 bus, emergency service vehicles or blue badge holders with dispensation, to pass through.&nbsp;<img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1668524693/projects/5f32bc7d8917628018089398/pwlccyzqifcadvaisrxo.png" class="fr-fic fr-dib" data-uw-rm-ima="ai-w" style="width: 519px;">

Valleyfield RoadValleyfield Road has been used as an east-west cut-through between the A23 and Leigham Court Road. Feedback collected indicates that the junction with Valley Road is particularly unsafe due to the lack of visibility, with a number of accidents having been reported there. There are also speeding issues along this road.We have proposed this modal filter as a camera enforced filter. This allows certain vehicles like emergency service vehicles or blue badge holders with dispensation, to pass through the filter unimpeded. There are opportunities to include greening, seating or play elements as part of this filter.We are also proposing to do advanced warning signage and planters at the junction with Springwell Road. Harborough RoadSpeeding is an occasional issue on Harborough Road, with visibility especially poor due to the number of parked cars along the road. The northern entrance to the road is a hotspot for speeding and accidents on Valley Road.We are proposing this modal filter as a camera enforced with an exemption for residents of the road. This allows certain vehicles like the emergency service vehicles or blue badge holders with dispensation, to pass through. Resident&rsquo;s registration plates would also be exempted like with the School Street.As part of introducing this filter, we are also considering making Harborough Road a two-way street, to allow residents access from both Sunnyhill Road as well as Valley Road.
